Once the initial performance metrics and balanced scorecards have been developed at the executive level in a Performance Metrics Design session, the metrics must be deployed into the organization in a consistent and linked fashion. The performance metrics deployment process utilizes your organizational structure and process design to derive the details of how the metrics will be broken down into areas of responsibility.

The key in doing so is to ensure that the original intent of the performance metrics remains intact and that the behaviors to be driven by the performance metrics are not altered in the deployment process. In addition, the deployment has to be accomplished in such a way that the performance contribution of each organizational unit can be identified right away without complicated analytical procedures. Good metrics deployment allows the leadership team to work as one comprehensive business focused team, making required resource allocations evident.

The organizational structure impacts the ability to deploy performance metrics in an efficient and powerful way. If the organizational structure follows the fundamental design principles of Reengineering then performance metrics deployment is much easier than in a structure that violates those design principles.
